Alternative policy approaches to natural resource management (2002)
This report discusses the range of policy instruments that policy makers may use to provide incentives to resource managers to change resource use or adopt different management practices that are consistent with sustainable resource management. It also describes the circumstances under which a particular policy approach may be preferred, and may guide policy makers at all levels of government.
The report discusses the difficulty of designing and implementing policy instruments to deal with diffuse externalities and public goods such as salinity and the conservation of biodiversity.
The report concludes by providing some practical examples of the implementation of a number of policy instruments.
