Import Risk Analysis Appeals Panel
The IRA Appeal Panel (IRAAP) will be convened, as appropriate, for the purpose of considering appeals relating to a particular provisional final IRA report.
Appeals to the IRAAP must outline a claim or claims based on there having been a significant deviation from the regulated IRA process that adversely affected the interests of a stakeholder
Each claim must be supported by a statement of reasons.
The IRAAP does not consider matters relating to:
- the scientific merits of the IRA,
- the merits of the recommendations made or the conclusions reached by Biosecurity Australia or the Eminent Scientists Group.
The IRAAP’s findings are provided to the Director of Animal and Plant Quarantine and the appellants.
Recent appeals
The Final Import Risk Analysis Report for Apples from New Zealand was released on 30 November 2006. An IRAAP was convened to consider three appeals lodged in response to this IRA and reported its findings to the appellants' and the Director of Animal and Plant, Quarantine, on 23 February 2007.
Note: the New Zealand Apples IRAAP was convened under the previous IRA process.
