Dear Stakeholder

Import Risk Analysis - Ornamental Bulbs from the Netherlands, United Kingdom, New Zealand and Israel

In our letter of 15 January 1999, stakeholders were advised of the final panel membership, the scope and the timing for the Import Risk Analysis (IRA) on ornamental bulbs from the Netherlands, United Kingdom, New Zealand and Israel.

The purpose of this letter is to provide you with a copy of the Issues Paper for the IRA, and a copy of a previously compiled consultant report on the importation of bulbs (this document is not available electronically - please contact Plant Quarantine Policy Branch if you wish to receive a copy).

The purpose of the Issues Paper is to:

  • define the scope of the IRA
  • provide background information
  • identify pests of potential quarantine concern
  • provide terms of reference
  • propose a preliminary timetable.

In September 1996, AQIS engaged consultants to review the importation of ornamental bulbs from accredited sources in the Netherlands, United Kingdom, New Zealand and Israel. Their report includes previously compiled technical information and recommendations on identified pests and diseases of concern as referred to in paragraph 3.4, page 17, of The AQIS Import Risk Analysis Process Handbook. While AQIS and the Risk Assessment Panel have made no judgement on the contents of the report, a copy is provided to stakeholders for information.

You are invited to comment on the enclosed documents for this IRA. Your comments will be taken into consideration in finalising the Issues Paper. AQIS will accept written submissions until the close of business on 28 May 1999. Responses should be forwarded to:

Information on all IRAs is available from the the Plant Quarantine Policy Branch.

Subject to the Freedom of Information Act 1982 and the Privacy Act 1988, all submissions received with respect to the review will be publicly available and be listed or referred to in papers or reports prepared in the review. If a request for anonymity does not accompany a submission, the respondent will be taken to have consented to the disclosure of his or her identity for the purposes of the Privacy Act. The contents of a submission will not be treated as confidential unless they are marked 'confidential' and they are capable of being classified as such in accordance with the Freedom of Information Act.
