Cruise and Navy Vessels

All vessels arriving in Australia from international waters are required to submit a Quarantine pre-arrival report for vessels (Pratique) form (QPAR)pdf.gif PDF [212kb].  Cruise liners are also required to submit an QPAR - Berthing Detailspdf.gif PDF[73kb].

Vessel Masters or their Agents are required to send the QPAR - Berthing Details to AQIS between 12 to 96 hours prior to intended arrival time at the first Australian port.

In addition to the reports, vessels which have live plants on board are required to submit an AQIS Vessel Live Plants logpdf.gif PDF [22kb].

Only the QPAR - Berthing Details pdf.gif PDF [73kb] needs to be forwarded to AQIS between 12 and 96 hours prior to intended arrival time at subsequent ports of call. Where a vessel is visiting non-proclaimed ports of call, the vessel's Agent should be consulted to determine and report to the responsible AQIS regional office/s for those ports.

Full details of the quarantine requirements of cruise vessels are available in the Australian quarantine requirements - guidelines for cruise vessel agents / operators pdf.gif [PDF 214kb].

AQIS has produced a fact sheet specifically for the cruise vessel industry, entitled: How to cruise through Quarantine pdf.gif PDF [216kb]. The fact sheet provides information for disembarking and day-tripping passengers and a copy should be placed in each cabin and made available to passengers prior to disembarking at a port.

Vessels that intend to enter an Australian non-proclaimed port must apply for permission under section 20AA of the Quarantine Act 1908 to enter that port. Applications are to be made on an Application for permission to enter an Australian non-proclaimed first port of entry and/or subsequent port of call form pdf.gif PDF [178kb] and submitted to AQIS at least 10 days prior to the intended date of arrival. Further information, including a list of proclaimed ports, is available in the Guidelines to entering a non-proclaimed port pdf.gif PDF [83kb].

On 31 October 2003, AQIS introduced Quarantine Infringement Notices (QINs) for disembarking crew and passengers. Further information is available in Advice to Agents—Quarantine Infringement Notices pdf.gif PDF [140kb].
