Ethylene Oxide (ETO) Offshore Treatment Providers Scheme

AQIS accredits facilities as approved Offshore Treatment Providers for Ethylene Oxide Treatment. The approved facilities have demonstrated their capacity to conduct ethylene oxide treatments for the indicated commodities. The evaluation process to become an approved Offshore Treatment Provider includes:

  1. An on-site assessment of the treatment facility’s physical structures and operational procedures for performing treatments;
  2. An assessment of the company’s documented treatment procedures relevant to the treatment process itself, as well as the handling, transport and storage of goods (both prior to treatment and after treatment);
  3. Mandatory AQIS verification inspection of the first 5 consignments arriving to Australia with valid pre-shipment treatment certificates; and
  4. Ongoing verification inspections to continuously monitor the integrity of consignments treated by the facility.

Unless otherwise stated on ICON, all consignments treated by offshore treatment facilities are subject to inspection upon arrival into Australia based on a four-tiered inspection regime. Inspection regimes for each of the commodities will move progressively down through the levels (100%, 50%, 20% and 3% respectively) when a clear inspection record for five consecutive shipments is achieved.

In instances when a clear inspection record is not achieved, the following inspections are to be conducted at the next highest level. The inspection requirement for each consignment will be determined by AQIS Officers and will be established using the Quarantine Entry Number and the facility’s inspection regime for the specific commodity.

This scheme operates within the relevant AQIS Container Inspection Procedures and consignments may also be subject to random AQIS document and/or non-commodity verification inspections.
