Horticulture Market Access Committee

The Horticulture Market Access Committee (HMAC):

  • oversees market access issues for the horticultural industry (fresh fruit and vegetables, nuts, cut-flower and nursery production)
  • coordinates planning in consultation with industry and Biosecurity Australia, and
  • advises Biosecurity Australia on national market access issues priorities for horticultural produce.

The committee meets formally three times a year (usually March, August, November)

Members are selected for their individual expertise, and also include representatives of:

  • Australian Government Department of Agriculture, Fisheries and Forestry
  • Biosecurity Australia
  • Australian Quarantine and Inspection Service (AQIS)
  • Australian Government Department of Foreign Affairs and Trade (DFAT)
  • Australian Horticultural Exporters Association (AHEA)
  • Horticultural Export Consultative Committee (HECC)
  • National Horticultural Research Network (NHRN), and
  • Horticulture Australia Limited (HAL)

Market access

If you are seeking access to a new market, or strategic market maintenance or improvements to existing markets for horticulture- related issues, you will need to submit a market access proposal from your industry or agency for HMAC’s consideration and prioritisation. 

You must apply on the HMAC Market Access Application Form, available from the HMAC Coordinator (see details below). HMAC will consider all proposals either at the schedule meetings or out-of-session. 

Guidelines for preparing market access proposals to HMAC:

Your application to HMAC will need to include the following information: 

  • commodity details (scientific name and trade description)
  • description and status of the market access issue
  • significance of market access to your industry, and from a national perspective
  • history, if any, of access discussions or negotiations
  • description of the target market and competitive position
  • estimate of trade if you achieve access to the market at the target date
  • current Australian production and export base
  • identification of any production establishment or development costs
  • description of R&D situation, likely requirements and any funding arrangements, and
  • strategies to help achieve market access
