AQIS provides quarantine inspection for international passengers, cargo, mail, animals, plants, and animal or plant products arriving in Australia. They also inspect and certify a range of agricultural products exported from Australia.

AQIS's import and export inspection and certification is essential to maintain Australia's highly favourable animal, plant and human health status and access to export markets. Quarantine controls at Australia's borders also minimise the risk of exotic pests and diseases to protect Australia's agriculture industries and environment.

The Live Animal Imports Program manages imported live animals and genetic material using a risk based approach and is consistent with relevant legislation to protect Australia's borders from animal health diseases. This is done by providing pre-border, border and post-border quarantine services for animals and animal reproductive materials. 

The Post Entry Animal Quarantine (PEAQ) Program provides and maintains secure housing appropriate for each imported animal that requires post arrival quarantine. Program staff also monitor the health and welfare of imported animals during post arrival quarantine.

The Live Animal Imports (Horse) EI Implementation Program manages the importation of live horses and horse reproductive material using a risk based approach and consistent with relevant legislation to protect Australia from exotic equine pests and diseases. This is done by providing pre-border, border and post-border quarantine services for live horses and horse reproductive materials. The program is also responsible for overseeing the implementation of the Government's response to the Equine Influenza Inquiry Report.

The Plant Quarantine Program maintains a bio-secure pathway for the importation of plants and plant material into Australia by managing the associated quarantine risks through the application of pre-border, border and post-border measures. It is responsible for the issuance of import permits, the development and maintenance of import conditions and the provision of technical advice.

The Post Entry Plant Quarantine Program provides plant containment facilities, optimal growing conditions and diagnostic screening to facilitate the safe importation into Australia of plants and plant material intended for propagation.

The Grains, Seed and Nursery Stock Program assesses the quarantine risks and processes applications to import plants, seed, grain and plant products.

The Horticulture Import Program assesses the quarantine risks and processes applications to import fresh, dried and frozen fruits and vegetables, cut flowers and foliage.

The Timber and Standards Program assesses the quarantine risks and issues permits, accreditations and approvals for timber and timber products.

The Biologicals Program assesses applications and grants permits for imported biological products as well as providing technical advice to AQIS staff, importers and the general public relating to the importation of biological products.

The Operational Science Program provides identification and diagnostic services for insects and plant diseases, scientific advice and technical training to AQIS programs.

The Airports program ensures the effectiveness of quarantine clearance of incoming aircraft passengers and their baggage at international airports.

The International Mail program screens all mail arriving in Australia to detect and take action on items of quarantine concern.

The Detector Dogs and Operational Services program provides services to client programs through the deployment of detector dog teams and management of the supply and maintenance of x-ray equipment.

The Northern Australia Quarantine Strategy (NAQS) Program manages the quarantine aspects of border movements through the Torres Strait. In addition, NAQS also develops and implements by identifying and evaluating the unique quarantine risks facing northern Australia.

The Import Clearance Program manages quarantine risks associated with imported cargo and packaging and core business processes of granting import permits, entry management, cargo risk management and treatments and inspections.

The Seaports Program ensures the efficient and effective quarantine clearance of international vessels, associated crew, passengers and their baggage.

The Electronic Systems Unit is responsible for the planning and implementation of IT projects related to AQIS Import Management System (AIMS), AQIS Import Conditions Database (ICON) and other Import Clearance related IT systems.

The Industry Partnerships Unit engages industry in developing and administering systems which allow industry to perform certain quarantine functions on AQIS's behalf.  These arrangements with industry are formalised through Compliance Agreements (CAs) or by approval of industry facilities as Quarantine Approved Premises (QAPs).

The focus of the Offshore Development Unit is to move quarantine risk offshore, through development, implementation and auditing of offshore quarantine arrangements.

The Air Cargo and Cargo Risk Management unit provides direction and guidance in dealing with Post Quarantine Detections and liases with states and territories on related matters.

The Sea Cargo Unit is responsible for the national management of sea cargo supply chain activities related to entry management and inspection processes.

The Business Planning and Intelligence unit provide planning and budgetary services to the Import Clearance Program, coordinate and manage the provision of high quality correspondence, documentary and secretariat support for the branch and analyse business trends and develop fee and charging systems in accordance with AQIS's cost recovery obligations under the Department of Finance and Deregulation Cost Recovery Policy.

The Quarantine IT Systems (QITS) Branch supports quarantine program outcomes through facilitating the development of quarantine IT systems that help to deliver business outcomes. The QITS Branch also has responsibility for the Import Conditions (ICON) Redevelopment Project.

The Quarantine Decisions Support Branch (QDSB) supports Quarantine program outcomes through the implementation of the Quarantine Operational Framework (QOF) and the development and maintenance of the Instructional Material Library (IML). The Branch also supports the Strategic Initiatives Team which manages and coordinates complex strategic policy issues across Quarantine Divisions.

Animal Products Market Access Branch

The Animal Products Market Access Branch is comprised of several programs incorporating both policy and export services. It works with relevant industries and trading partners to negotiate export conditions and protocols to gain, improve or maintain market access for meat and other animal products, processed food products, honey and organic products.

Food Exports Branch

Food Exports Branch works closely with Industry and Animal Products Market Access Branch to ensure that AQIS export programs for meat, dairy and fish are delivered in accordance with export legislation and importing country requirements.  Food Exports Branch also manages the national export documentation system including systems support for export clients from the meat, fish, dairy, horticulture and grain industries.

The Export Meat Program provides inspection, verification and certification services to the export meat industry in Australia.

The Dairy Export Program ensures the consistent provision of dairy export inspection/ audit and to provide certification services for the dairy industry to meet food safety, legislative and importing country requirements.

The Fish Exports Program provides operational and technical advice and services to the export seafood industry and other processing industries to assist in maintaining export market access.  The program also provides inspection and certification services.

Animal and Plant Exports and Imported Food Safety Branch

The Live Animal Exports Program issues export permits and health certificates to Australian exporters of live animals and animal reproductive material consistent with Australian legislative responsibility and importing country requirements.

The Grain and Plant Products Export Program delivers grain and plant products export certification to meet importing country and Australian legal requirements.

The Horticulture Export Program provides export certification that meets Australia's export legislation, importing country requirements and international obligations; and provides export inspection, auditing and certification services for fresh fruit and vegetables, cut flowers, nursery stock, dried fruit and dried flowers.

The Imported Food Program, on the advice from Food Standards Australia New Zealand (FSANZ), is responsible for the inspection of food at the border to ensure compliance with Australian standards. The quarantine issues for imported food are managed by Plant Quarantine and Biologicals Branch.

AQIS's Quarantine Matters! public awareness campaign is designed to encourage all Australians to share responsibility for quarantine. The campaign comprises national television and print advertising, and public relations activities to extend the reach of campaign messages. The campaign includes specific strategies for priority audiences such as young travellers, international visitors and people from non-English speaking backgrounds.
